Oct. 11, 2011 - Oakland, California, U.S. - Oakland Police Chief ANTHONY W. BATTS, who sometimes clashed with the Mayor and City Council over staffing and resources amid a rise in violent crime, announced his resignation Tuesday in a letter to Police Department employees. The chief said he could no longer run a department where he had 20-percent control and 100-percent accountability. Batts, who joined the department in 2009 after being recruited away from Long Beach by then-Mayor Dellums, did not say why he was leaving or what he planned to do next.
